Mongrel rails handler should use allow_concurrency

Mongrel's bundled Rails handler always uses a mutex around dispatching. Now that Rails is thread safe and all, mongrel should respect ActionController::Base.allow_concurrency flag. I'm attaching a patch for the same. It'd be awesome if you can release a new gem or whatever that makes it easy for people to test threaded Rails dispatching with MRI.
